What is happening here?
Exodus 18 records the visit of Jethro, Moses’ father in law, who brings Zipporah and Moses’ sons to the wilderness camp. Moses recounts everything the LORD did to Pharaoh and Egypt, and Jethro rejoices, blesses the LORD, confesses his greatness, and offers sacrifice. The next day Jethro observes Moses sitting alone from morning to evening judging the people. He warns that the arrangement will wear both Moses and the people away and advises a structure of qualified rulers over thousands, hundreds, fifties, and tens, with the hardest matters brought to Moses. Moses heeds the counsel.
