What is happening here?
Leviticus 25 establishes the sabbatical year and jubilee. Every seventh year the land rests, and after seven sabbatical cycles the fiftieth year is proclaimed as jubilee, bringing liberty and restoration of inherited property. Land sales are therefore treated as temporary leases based on years of harvest, because the land ultimately belongs to the LORD. The chapter also protects poor Israelites through redemption rights, interest restrictions, and limits on permanent bondage.
