What is happening here?
Paul commends Phebe, a servant of the church at Cenchrea, and sends greetings to a broad network of coworkers—men and women, Jews and Gentiles, household churches, relatives, fellow prisoners, laborers, and beloved saints. He warns believers to mark and avoid those who cause divisions and offences contrary to apostolic doctrine, because such teachers serve their own appetites with fair speech. Paul rejoices in the Romans’ obedience, urges them to be wise unto good and simple concerning evil, promises that the God of peace will bruise Satan, and closes with a doxology to the only wise God through Jesus Christ.
