Zechariah tells the people to ask rain from the LORD rather than rely on idols and false diviners. The LORD is angry with failed shepherds but promises to visit Judah, make the people strong in battle, gather the scattered house of Joseph, and bring them back from distant lands. Their strength will be in the LORD, not in false spiritual guidance.
